Valley Center's original streets hold genuinely old housing — pre-war and post-war homes with wood siding, original trim and, frequently, paint layers going back further than the current owners. If it was built before 1978, assume so until tested. That doesn't stop the work — it changes how it's done, under the EPA's rules on containment, stripping method and clean-up. Ask any contractor bidding on an older Valley Center home how they handle it.

The bottom of my siding keeps failing. Why only there?

Because that's where the water is. Splash-back, soil contact, mulch piled against the wall and downspouts letting go too close all keep the lowest courses wet for longer than anything else on the house. Replacing those boards without fixing the cause starts the same clock over.
